At wide open throttle will a car with a locking torque converter post better times with or without it being locked?

Once you hit the stall speed there is nothing to be gained so far as torque multiplication goes. You're only generating more heat at that point. Unlocked in 1-2 (in transmissions that allow lock up in those gears) because you get through them so far that lockup wastes precious time. You want to lock a second or two into 3rd gear will usually shave time off track times.

it depends on the car and the HP/torque it's making at what rpm...
basically if the car can pull the OD-gear without pulling the rpms out of the power band it would go faster
    your results may vary o_O

So many variables its hard to say like where is peak power, what the gearing is and what the stall is. Only way to know for your combo is trying both on the same night with enough cool down time between runs.

One thing to keep in mind is if the torque converter lockup can hold up to your power levels. If its not designed for it then you're going to wear out the clutch real fast.

A lot of factory converters can't handle it.
